City of Azusa
Background
The City of Azusa has two large aggregate-producing mines supplying the Inland Empire of Southern California with construction aggregates. Both of these operations are located in high-density urban areas with reclamation plan boundaries adjacent to residential developments.
Challenges
Since 2010, the City has engaged Benchmark Resources to assist in its SMARA compliance program, involving annual mining inspections, financial assurance reviews, and various matters surrounding compliance with mining use permits and approved reclamation plans. The contract has involved Benchmark performing condition of approval requirements for each use permit and providing professional expertise to the City planning commission. We provided slope stability and other engineering review of a buttress plan for a large-scale slope for final reclamation.
